Statement Issued by the Executive Unit for IDP Camps Management on the Escalation of Displacement Waves and the Deepening Humanitarian Crisis.
The Executive Unit is following with grave concern the rapid escalation of displacement. Field monitoring and registration data, as of 30 September 2026, indicate that 29,506 IDP households, comprising 197,945 IDPs, have been forced to flee their homes as hostilities waged by the armed Houthi group continue to widen and extend into densely populated areas.
The Executive Unit emphasizes that the ongoing displacement is no longer merely a temporary movement of people resulting from fleeing the confrontations. Rather, it has become a worsening humanitarian protection crisis, as increasing numbers of HHs are being forced to leave their areas out of fear for their lives and safety and for the security of their children and women, amid growing concerns over violations and acts of retaliation. This is resulting in the depopulation of large areas as hostilities extend into or approach areas inhabited by civilians.
The gravity of the crisis is compounded by the fact that displacement is taking place, for the most part, from communities already suffering from poverty, economic vulnerability, and weak services to host communities that are themselves suffering from poverty and vulnerability, as well as limited resources and limited capacity to accommodate those arriving. This is expanding the circle of humanitarian needs, increasing pressure on limited services and resources, and placing both displaced people and host communities in extremely difficult humanitarian conditions.
The Executive Unit warns that the continuation of hostilities carried out by the armed Houthi group and their expansion into densely populated residential areas threaten to trigger larger waves of displacement and a humanitarian crisis that exceeds the capacity of current response mechanisms to contain. The Executive Unit emphasizes that addressing the effects of displacement alone is no longer sufficient as long as its causes continue, and that protecting civilians and reducing the causes of displacement have become no less important than providing a humanitarian response to those affected.
Accordingly, the Executive Unit calls upon His Excellency the President of the Presidential Leadership Council, the members of the Council, and the Government to fulfil their constitutional and legal responsibilities to protect civilians and to take the necessary measures to deter and stop the hostilities carried out by the armed Houthi group, which place the lives, safety, and security of civilians at risk and force them into displacement, thereby ensuring their protection, security, and stability.
The continuation of displacement at this rate does not simply mean the movement of people from one area to another. Rather, it means the transfer of the crisis and vulnerability from poor and vulnerable communities to other communities that are already suffering from poverty and vulnerability, while expanding humanitarian needs at a rate that exceeds the capacity of conventional response mechanisms to keep pace.
The Executive Unit therefore issues an urgent appeal to the United Nations, the international community, donors, and humanitarian actors to adopt an exceptional response mechanism commensurate with the scale and complex nature of the crisis. This response should combine an immediate response to the needs of displaced people, support for the resilience of host communities, strengthening of basic services, and enabling government and local institutions to fulfil their responsibilities and continue providing services amid increasing needs.
The Executive Unit emphasizes that addressing this crisis requires urgent and parallel action on two inseparable tracks: protecting civilians and reducing the causes of displacement on the one hand, and providing an exceptional humanitarian response that protects displaced people, strengthens the resilience of host communities, and enhances the capacity of national institutions to respond on the other.
